I wouldn't put it past them to manufacture this attack but Russia allowing this strike to go down implies they believe Assad was responsible and they aren't willing to let chemical warfare slide. It is really strange though that he'd use it now when he's got a massive upper hand and his enemies are retreating. I could see it both ways - it could be a setup by Turkey/Qatar or it could just be Assad's arrogance and need to dominate his populace through excessive force.
