Good question. Why use it in a "limited" form? The 2013 attack was larger in scale.

If Assad was to use chemical weapons(which doesn't make sense given the current trend of the war) why use it in such a limited form given the context of the 2013 attack?

I think both sides have used chemical weapons in this war. I think the media hype a few years ago was in error and it was mostly the rebels who were using chemical weapons and not Assad, though I'm sure he dropped a few of his own. I'd give Assad the benefit of the doubt but the Russians are basically OK'ing this strike which means they know Assad dropped this recent chemical bomb.

The crazy thing is, if Turkey/Qatar intelligence in Idlib encourage these rebel groups to perform an attack with chemicals to manipulate Trump to keep striking SAA later
