It's a pretty localized issue. No other lords care about the lineage of another house like that. The Velaryons aren't even the top house in their section, they're vassels to Dragonstone. Plus most of the lords around Westeros are not traveling to King's Landing to see what the kids look like compare to the rest of the Velaryons.
I'm sure the Reach is probably full of rumors due to the Hightowers, and maybe the Stormlands since that's where King's Landing is, but other than tourneys, it's rare for the lords from around the realm to leave their land. Even questioning the legitimacy of the heir is considered treason, so these things aren't being discussed in messages sent by ravens, only in hushed tones by those in the know.

If he loves his brother and Rhae that much he's not waiting in the cut for her kids to get killed and not training them to expedite it. With him corrupting Rhae early he could've kept pushing and seduced her enough to marry her from jump before she was bethrothed to Laenor if it was about being close to the throne, especially with his loss of station as heir being much fresher. This is the same guy that was going to take gold to stay in that faraway city with Laena and leave Westerosi politics behind.
