Pretty much, nothing beats just raw ass damage and Kotal got that shyt in bunches in WG.
shyt if I had to pick a top 5(no order) going by variations, shyt would look like:
Raiden in Thunder God - The damage and mix ups with the FB cancel is just too nasty
Erron in Outlaw - Can get damage, but's all about the set up into mix up.
Quan Chi in Summoner - I ain't even gotta explain this version
Sonya in Covert Ops - Her mix ups are fukkin' dumb here with Military Stance and she gets busy with the damage.
D'Vorah in Swarm Queen - bytch is just
Her pressure with Wasp Cancel is nasty and she got damage for days if she wants.Kotal in War God would be top 10-12. He got the tools, maybe speed is his only downfall.
EDIT: I can actually see Cryomancer Sub Zero getting busy as well. He got some tricky shyt with that variation, but everybody luvs them some Grandmaster, until that nerf stick came out.
