Cops can run license plates as they are the property of the state being used on public roads however how they get around PC with plate running is they use those license plate readers mounted on the back of police cars trunks..

"Potentially stolen" is just an excuse to cover themselves. Its either stolen or its not. It either comes back stolen or it doesnt.
