It's really that simple. They want to wear full clothing at the beach, let them. Banning burqinis isn't going to make ISIS go away.
People may think that women are forced to wear burqas, but I personally went to school with several Muslim women that state that it's their choice.
The beach has a certain "dress code", again if she had a surfboard in her hand this would be a non issue. If they are shooting footage for film or television, people can be kicked off the beach no questions asked.
Imagine Travel and Tourism of France shooting footage and having women not surfing wearing surfing gear catching a tan on the beach?

What does forcing women to not wear full clothing at the beach do to benefit a nation. I get not covering your face for security but just being full bodied at the beach?
