Not understanding your FBI analogy.Pac knew gangsters cause of his family and the streets.Henchman was a rat and thats the reason he lasted so long not because of his skills or prowess.I think it was more signs than just Who Shot Ya and other songs that hinted Pac Biggie was involved.
