If there was money to be made it would. It all boils down to the fan base. Nobody outside of the us gives a fukk about nascar. But it's a multimillion dollar business because the fans love it.

It does start at the youth level but soccer isn't marketed well in this country and by the time kids reach middle and high school, other sports dominate.
