one thing to factor in is Manny fought most those guys at a catchwieght... he still fought at a wieght he was comfortable at for the most part.

Pacquiaos workrate is not a good example for PED use IMO even though that's what EPO is commonly used for (Shane Mosley)...It's been said a million times, styles make fights...when pacquiao fights dudes who come forward and want to brawl he always let's his hands go...when he's in the ring with boxers who stick and move Pacquiaos punch output naturally decreases because he doesn't cut the ring off and is forced to chase...
