That HBK is the GOAT is a tremendous spin. Since we're only talking about in ring work, Macho Man is truly the GOAT.
I'll take Steamboat, Bret, Angle, Benoit, Eddie, Malenko and Hennig matches anyday and that's just off the top of my head. There are a bunch of Japanese wrestlers that I won't even mention cuz the list will be too long.
Savage, Eddie and Bret had way better characters while being more over and having better in ring work.
