I will break it down to you. The Qatar government cared about the bid and are cash rich. They were willing to put cash up for it. Actual duckets. Paper.
The US government is indifferent. Any money we bribed was with sponsors money, corporations, private contributions, etc.

I know Russia got caught up but having the WC there is more reasonable then fukking Qatar. Qatar winning a bid is what sparked this. Russia just happened to be in the way

The US government cared about the world cup bid too, the difference is that Qatari officials were willing to be far more corrupt to do it. The corruption in US sports authorities doesn't even begin to touch what they were willing to do. It's not that they actually had more money available.
If it was just some major country like Russia or Brazil that had done it, there's a good chance nothing would have happened. But Qatar was such a horrible choice for a World Cup, and so much fukkery has already happened, that they felt they had to get involved. The investigation didn't start until long after the Russia bid was in the past.
