They could do that (and before its over they might) but the point is to probably force the next world cups out of Qatar and Russia as well. Best way to do that is to arrest FIFA Officials right before their election on Friday. Either FIFA breaks and a new organization takes the world cup over, or the new people take the hint and backtrack like crazy
