There was a tussle with him and the police, witnesses saying the police was trying to grab him in the car and he was trying to pull away. The cop shots and he runs away. The cop shots again and this time he puts his hands in the air and goes down to his knees then the cop shots him 8-10 more timesWhat did he do first doe ?

From the witness's account, the cop rolled up on them as they were walking home. The cop told them to get the fukk outta the street and they told him they were almost to their home. The cop didn't like that and pulled his car closer to them. He reached out and tried to grab one of them and pull him into his car, there was a struggle and dude was able to break free, but got hit in the process. They took off running and the cop got out, gun drawn and fired more shot. Mike got hit again and stopped and surrendered and put his hands up to cooperate. Cop fires more shots and kills him, then walks to his body and fires off more shots. Cops left his body out in plain view for a few hours before taking him away.From what i read correct me if im wrong he ran first ?
