the biggest change outside of legislation would be go-pro cameras or similar devices on ALL police officers

The police were more involved in the community meaning everyone wasn't a target. Then when you add in the rampart scandal things changed even more. Again, things aren't going to change right after the riot but, the AWARENESS of bullshyt being done is what changes, as far as the police doing shyt that is just straight foul. If police think they can get away with anything, they will do anything. Just blatantly do things like plant drugs and extortion was happening. I know for a fact it was happening in NYC, and from some people who were from la in the 80's/90's, they said the same thing. So the fact that you don't hear about those things that much now, means things are getting better then they were.

LA is mostly hispanic now, but they went through foul shyt too.
