not a moderate but i will take a stab at this:

we had some black grievance people who wanted to go on the offensive but they typically lack the space, freedom of movement, and resources to be able to hatch elaborate plans before being killed or captured. the brother who became the field marshall and designer of the flag for the simbianese liberation army, certain factions within the black panther party, the zebra murder "death angels", louisiana sniper, el rukns x lybia alliance, etc. all had an offensive posture but could only do so much. they typically had more effect when working with white radicals (the kind obama was accused of "palling around with")

due to our status as a permanent underclass and the collective punishment we face, much of our politics is actually predicated on respectability and harm reduction so culturally we reject these people very quickly, but they do exist and pop up from time to time, they just have so little support and safe haven that they dont matter.
