To me both are the same level as producers (Quik produced a lot of sit he doesn't get credit for) but Quik has the edge because he actually plays the instruments (Quincy played trumpet) and has produced music outside of Hiphop/R&B like Reggae.

If that’s the case then Pharrell is more suitable than anyone.

Actually, that is producing. He’s not a composer or lyricist. So, you and the person who created the video are fundamentally wrong. However, the case is DJ Khaled is not the Quincy Jones of Hip-Hop. My vote is Pharrell.
