i GUESS my question is can I upgrade my rig with a $600-700 budget? Or can I find a prebuilt desktop for that pruice that can run Fallout 4.

Yea I'd figure i'd prolly need a power supply...breh consider a new power supply with that budget too. you could probably throw in a beefy graphics card too like the gtx 970
