If by "control," you mean pay to have access to extract those resources in exchange for infrastructure and/or cash then sure.

Black people need to understand that the system of white supremacy is in Africa to. In many developing African countries the whites have taken the resources and forced the indigenous Africans into the slums (example South Africa, Zimbabwe, etc.). We cant run to Africa and escape white supremacy. We have to defeat it here first because it will be much harder to overcome white supremacy in Africa where they control almost all of the natural resources.
