Eugene was really in denial thinking Tony would just let him retire and move to Florida
Goofy cac should have just left. Tony caught a bullet anyway, Chrissy died and the gang went up into smoke. Nobody would have ever came for dude.
This was always my thought as well. On top of these reasons Butchie had more motivation to take out Tony:
-Butchie didn't like Tony to begin with, then Tony stomps out Coco and waives a gun in his face threatening him.
-Phil was ready to talk truce after the Coco situation but Butch sees an opportunity to get both Phil and Tony out of the way and fill the void that will create.
-When Butch agrees to green light a hit on Phil he has no plans to honor the "truce" with Tony. Phil getting hit is going to leave Butch in charge, and he knows he's not about to let that hit slide and look weak upon taking over control of the family. Butch knows once Tony hits Phil retaliation against Tony is an easy decision and also cleans up the mess they have with NJ.
-Paulie is likely involved (Paulie had lots of reasons to not trust Tony at this point and they had been growing apart) on the NY side, which is why Butch specifically says to leave him out of it when they discuss how to hit the Soparno family.
