What I remember about the XFL was that the first game was in LA..The Rock came out and said "Finally football had come back to Los Angeles". That rating was great. The following weeks..the ratings nosedived big time.

The XFL was equivalent to a new fed starting up with the production and promotion on point, but with no well known talent, taking on the E. Not even TNA status.
