Well, there are a couple of ways I can state this.
There are six Motorstorm games vs 1 Forza Horizon game. According to Metacritic, none of the six are rated better than Forza Horizon. Some of them are close, some are not.
Another way is that this game had to be pulled from the depths of gaming hell. Thankfully for them, Sony will nurture a game until it is good. That said though, the pedigree of Playground Games is stronger than Evolution's. Codemasters and Bizarre Creations people all of and down the roster of Playground Games. Evolution isn't breaking any ground with Driveclub. What are they striving for? What is their niche? Are they daring to be great? No, there are 50+ cars in this game and you drive around closed off tracks in some kind of career progression. Forza Horizon 2 is striving to be great, the festival, the celebration of cars and music and it's going to have far more cars, far more options that make the marriage of the gamer and the car, etc... Nothing really to dispute as far as I'm concerned.
and? Forza Horizon has a 85 on metacritic compared to the best game made by Evolution which has an 84.

Nobody wants the game to be bad.
Reality is, all hands on from e3 last year said the game sucked and didn't look that good. After a year delay I'm sure there are some improvements, but its still the same game.
Put that up against the follow up to arguably the best arcade racer of the last decade and there's literally NO reason to believe driveclub will be the better game.
That would be like Microsoft announcing that they are publishing a uncharted-alike made by double helix, and people instantly claiming the game will be better than UC4
