It's probably not a regular occurrence. I hear people speeding on my street now and then but it doesn't make me stand up and put my fists on my hips in rage. If I lived here, in this empty secluded area I probably wouldn't care. There's no kids outside and the area he's speeding in is safe to speed in.

A person accepts what they did wrong and do better, you don't also then accept wrong doing later on just because you did wrong in the past. This especially being the case, when that wrong doing could have caused massive harm to others. Yet, here you are doing just that. I will also point out that I never recklessly driven through a school zone or residential area. Not once have I done that. With the way you are defending him, and the defense you are using, I am pretty sure you may still be doing it even when you are man with children of your own.
