It's mostly Drake (the weeknd too) doing it because the more tracks = the more streams = the more sales, according to Billboard. It's a way for him to boost his numbers.

He's not wrong. I just went to check. Only two albums off Drake's that's 15 or less tracks is Thank Me Later and Nothing Was The Same.
Which would probably explain why I like those albums the most.
I'm just not a fan of the bloated tracklist.
