Trunks didn't know about ssj3, but his ssj2 is as strong or stronger than goku's ssj3, so it is possible gohan could have achieved this.

Piccolo is dead (and has been for a long time) in Trunks timeline so they don't have any Dragonballs to use. Plus, even if they did, by now the Z Warriors in Trunks timeline have probably been dead too long to revive. You have to consider, by Super Trunks is in his early 30s and the Z fighters died when he was an infact. So they been dead for a solid 30 years...probably way too late to revive them at this point.

I hope they eventually find the new namek and use their dragon balls in this arc to restore the cities and people black killed
