Because Frost and Frieza are two different characters, even if they're counterparts.

Frieza is a maniac who kills people and blows up planets for fun, and furthermore he never bothered to train until the Revival of F Saga. He wouldn't bother developing a non-lethal attack like a poison punch.


Frost on the other hand hates killing people unnecessarily, so it's in character for him to come up with a way to take people out without having to do so.

Yeah, Buu's whole "turn you into food" technique is OP and would've ruined the tournament.

We havent seen him fight and his physique looks weak even for an earthling since all of the earthling Z fighters are more buff than him so he might either be weak and used as a joke character or powered up in a different way than Goku and Vegeta.
