UI isnt only about power tho, its more like zen, Goku does get a power boost from it but its all about perfected movement, not making a single mistake cuz your in tune with the vibe ultra instinct is some real shaolin level type shyt. Goku with ss blue and kaioken and ss blue2 vegeta did manage to hurt and push back Jiren when they tag teamed him

Yardrat is a special planet outside the jurisdiction of the galactic patrol theyre like namek on steroids they always been on some super duper shyt. I dont think theyre angel level but they are easily a top level planet with techniques
