No, he left the series in 1993 and became the character designer of another anime, Slam Dunk. The character designers in the Buu saga were Nakatsuru Katsuyoshi (he's busy with Digimon these days but he did some stuff on BoG, RF, and Super) and Yamamuro. Yamamuro was the gawd in the Buu saga but he fell off like a motherfukker Here's a comparison:

Thankfully Shintani took over and took an approach mixing modern Toriyama with the old school Manga.

Definitely should've been the final design, bit of Trunks inspiration with Future Gohan's hair but still close enough to the Gohan we got. I understand what they chose though, a lot simpler.
