We've already established that SSJ3 is a pointless form that puts too much strain on the body, and that's why Goku barely uses it and Vegeta never ascended to that level.

It's Buff Super Saiyan status. Maxed out SSJ2 is a better option, just like Full-power SSJ was to the buff form.
