In the manga ssj red goku is strong enough to fight on equal terms with toppo. Goku would've beaten toppo as blue but once again that idiot drops his guard and is kicked out the ring. toppo admits that he couldn't beat ssj blue

Yeah, I just took it as Toppo being a more disciplined fighter and saw in opportunity to end the fight which isn't always Goku's first priority. Goku would rather extend a fight as long as possible if he's enjoying himself which is foolish in most instances.
