He had both of his arms in the game, but will only use his right arm iirc. It's the same with Xenoverse 2.

Crazy how almost 20 years ago, we had Budokai 3, Super Dragon Ball Z and Budokai Tenkaichi/Sparking and coexist no problem. But having FighterZ and Sparking nowadays could cause this much friction.
