They asked one of the devs during the gameplay stream about these lapses, and if we'd be playing as other characters. Dev said he couldn't answer but that we (the fans) won't be disappointed.
But it's called "DBZ: Kakarot," and they've made it a point stating that we're following Goku through Z. I'm forced to believe time with other characters won't be significant based on what they've said and shown.
Imagine having to play through spaceship training missions instead of Vegeta's redemption tour on Namek.
