What Mullis said was that PCR can't prove an active infection. Just like a criminal can leave DNA behind in a crime scene, a dead virus can leave DNA behind in the body. So finding the DNA doesn't prove that an infection is active. But it is impossible to have viral DNA without the virus existing.
