The reason people are saying he's a flip flopper is because he's never once taken into consideration anything but the potential public health impacts from an uncontrolled spread of the virus. Now, finally, he is looking at the public health and economic impacts from staying "closed" too long, something he and others should have considered from the start.

Every state is already reopening and resuming activity in a modified capacity. We will eventually get back to normalcy as each week passes by and I’m 100% for it.
