Actually modern psychological and sociological research shows that parenting is enormously overrated when it comes to molding minds and the environment outside outside the home, school and your neighborhood, etc. is most influential.

Without hip hop i wouldn't be who i am today. Hip hop made me love language, hip hop made me think critically, hip hop made me believe i could be relevant with my mind when everything and everybody else said and suggested otherwise. I ended up studying journalism and i put that on exactly those two aspects, lyricism and critical commentary coming from a street level.

Depends on the content. You cannot deny its influences in crime and etc. but it goes for all forms of media. It's just there's more negativity in mainstream hip-hop much more so than anything I can imagine so I'm inclined to say yes.
