Wildlife Exploitation Preserve. In one of the buildings there will be a place called the "Natural Selection Annex" you can travel to.

Yeah. I think it's more dependent on what chapter of the game you're on. I got to chapter 13 yesterday and noticed that many, if not all, of the enemies in previous areas had leveled up.

What build are you using? Cuz bloodshed is ass.
Cunning is the best skill tree for zero. Death blossom is just. Go full cunning and go down the snipe tree to max crits and get bore. You'll be shytting on pretty much everything you come across.
Bloodshed works better in Normal, where enemies don't have so much damage and/or you're not playing solo; I got curbstomped repeatedly at the beginning of TVH mode so much as it, had to switch to Sniping.
I'd say in general Sniping > Cunning, but fukk Super Badass Nomads (looking at you Doc Mercy).
