Is it weird to adopt an adult. Yes.
But he also has the right as an adult to consent to this or now at any point in the process and if something funky is going and he doesn't like it, he can emancipate himself with basically no issues.

Let’s be honest, adopting a adult is weird 
and this situation is way different then the Zeb Powell snowboarder one since he was actually raised by his family as a baby.. this is a guy who was adopted as a adult and changed his name to his high school teachers last name .. it’s very weird but maybe they truly care for the guy and his situation that led to adoption..
