But to answer your question, from an atheist perspective, people should look within themselves for strength, not to the sky. They should actively work to improve themselves and those around them, not rely on a crutch.

There are a lot of christians who don't believe in Hell who believe in God and are actively religious. In fact jewish people don't even believe in hell but they all believe in God. Jews believe in this purgatory like place to simply to cleanse you before bring you to paradise.
