Disney is afraid of in house game development and they dont really have anyone there to provide game guidance. Buying EA would be like buying ESPN, they're still scrambling. What they have currently is license junkies that will guide you around the do's and dont's of the license and characters.

And they barely have that, alot of it is existing rulebooks from people that left the company. One day they will have to invest in some in house advocates but their executives are just like the CEO, they have no idea gaming is a thing. If u watch some of the Spiderman 2 dev docs you can tell.
