There were lots of reasons:

1. Most of us were kids back then and didn't listen super closely

2. Unless you had the CD, most only heard the theme on TV and the AE pops were always loud especially for dudes like Pac, so the lyrics would be drowned out

3.

4. Anyone that had WM2000 or No Mercy for the N64 heard the theme and it was unclear as fukk, it even sounds like "X-PAAAAAAAAC!!!!" in these clips:

I'm still shocked how long it took for me (and most of us) to know this even with "Make Some Noise" as the song title.
