Calling a grown white man “buddy” is like calling them lil homie or scrap they hate it and it’s hilarious

Depends on how he said it.
If he said it wit some phony city boy twang than he was mocking you at worst, uncomfortably trying to relate to you at best.
Otherwise I've seen plenty of older white folks call other men "brother." White kids today call each other "bro" more than we do.

In Europe it's a Southern European thing.Honestly, if brotha replaces nikka, I'll be a very happy man. That and white people call each other and some other people "brother". All the ones I've interacted with seem to do this after a while. Have me likeuntil I see them talk to other white people like that.
In ex Yugoslavia and Bulgaria it's "brate", and in southern Italy "u' fra"...
