Newsom has already said he would put a black woman in her seat, many people think that would be Barbara Lee.
the theory people have is Pelosi wants Schiff to get the seat and they don't want to give Barbara Lee an incumbent advantage in an election, so they're holding onto the seat til the term ends. coincidentally Pelosi's daughter is a high ranking member of Feinstein's staff too.

Let’s not act like that’s all it was. Her last race was as close as its ever been. Plenty of people felt she was too old, unfortunately more old people vote in midterms + name recognition and she won.
