Stop and Frisk was an experiment which the US Gov't secretly approved. The reason NYC was selected is due to the amount of foot traffic and the police don't represent the target popl. NY, Philly, and Boston were the only options but NY has tough gun laws and nikkas ain't gonna bust back as they would in Philly.
