it's also telling about doge's methods. they storm into these agencies looking for a scandal. they are short on time so they grab one off the shelf. this one was debated between the SSA OIG and CTO back in 2014 in documents they published. they debated it, and ultimately decided the fix wasn't worth the cost. they're pretending they discovered all this stuff but they're basically just interviewing OIGs asking for old dirt.
Truman, Reagan, and Clinton all dug in on government inefficiency and waste and it polled well for each of them. You can make progress on this mission without just bringing in a wrecking ball. It should be a political layup so it's frustrating that they're doing it in a way that is shredding their favorability.
