As usual your takes are years behind, democrats looked at last election ( and midterms) and noticed republicans now have higher rates low propensity voters, so the theory is that voters ID laws actually impact Republicans more than dems. It's not a lost on agenda dems didn't run against it because of that reason. And like @MushroomX said Wisconsin already had strict voter laws
