I don't know. I'm looking at the movie's marketing and it's tough to tell if Harley has a major role in the movie, if any at all.

If people hadn’t hated Leto’s Joker, the Joker and Harley movie would have come out.

Then the fact Snyder’s Batman was just making it up as it went meant there Gotham heroes have no anchor.
