Kid didn't deserve to die and that's for real. However, his parents or someone in his household failed him. Nobody is going to look at you at 4am and say oh you're 13 and just say go on. At 4am outside in a neighborhood you don't live in is asking for trouble and I hate it for the kid's family but somebody in his household should have known better than to let him go or at least keep better tabs on him. Reason being, the average 13 year old doesn't even understand circumstances or consequences, that is for the people around him to help with. RIP to the kid.

One of my sons 18 year old former teammate was just shot and his friend killed by a 14 year old who ran up in their house. Now that kid was playing in the streets but point is, these kids will kill you. I dont want to see any of these young black boys dead, and I also know you have to treat them like adults when guns are present
