The rail right of way is already there.
This is going to be almost exclusively underground. Good luck convincing those neighborhoods to let MTA dig up under their land.
The only right of way there is the abandoned Roosevelt ave station. And that’s converted to an office.

I think CSX owns them, they're above ground freight tracks and some of them are extremely close to buildings.

True.

That's the most optimal route though for a Manhattan rail bypass.

Yes, it will cost some loose change investment in the mid hundreds of millions to low billions max to make it passenger rail capable.

But compared to a tunnel, it's a hella good deal, plus the right-of-way is basically all there.

If I was running for Mayor of New York I would make it part of my platform......easy win....MONY :ahh:

It eats to live and lives to eat. I don't think the cities finances could actually withstand a drop in the population, DESPITE infrastructure repairs needing exactly that to take place.

We're well past capacity on the subway whether it's running properly or not. A guy I met a year or two ago said we're past the 2020 or 2022 population projection.

I think the tax base is stronger than in previous decades. If there were a serious economic upheaval things would be rough as expected but there's so much being created here and world wide business that things would carry on.
That said I think peoples purchasing power and the economy topped out in 2016 and the only place to go is down. If the feds stepped in and invested in NY/NJ the economy would continue to grow but that's not looking like it will happen. Cities have seen population growth because a lot of the model for small towns/suburbs is broken and I don't see it coming back the economic inequality is staggering.
