Strictly on horror, I think I edge it to Craven. Factor in the non-horror Carpenter movies like Escape from NY, They Live and Big Trouble in Little China though and that's my pick.
Also...The Shocker is one my childhood favorites, terrified me as a youngster. I watched it back recently and had no clue what scared me, but thoroughly enjoyed it for the ridiculousness of it all.

The more I’ve thought about it, Carpenter is my second fav director of all time. Three of his movies are in my top 10-15 of all time and he’s more consistent than Craven. Craven has the bigger movies most definitely. Scream, nightmare, last house on the left and maybe even the hills have eyes are “bigger” movies than most Carpenter joints outside of Halloween.
But carpenter’s consistency is incredible: assault on precinct 13, Halloween, the fog, escape from New York, the thing, Star man, big trouble in little China, prince of darkness, Christine, they live, in the mouth of madness. Those are all home runs or at least triples.
Craven is better at the craft. He understands how to blend music, tone, camera movement, and look into one package to all feed into the larger narrative.
Wes Craven is the Master of Slashers based on historical filmology (is that a word?..shrugs) alone:
