Could someone explain for me of why all-but-married couples use 'partner' sometimes now

Like you said, before it seemed to be used for homosexuals. To the point I was feeling some type of way when someone at work invited me to a party and told me "you can bring a partner "

I was :francis:

But now people be using it just as a catch all. Lest you tell a man to bring his girl and then he reports you to HR

You answered your own question. Only gays used to do this. Why everyone doing it now. Influence from gay culture. Same way some straight people feel the need to still identify their gender on their socials. He/him. Like why? You straight wtf you doing?
One of the things that annoys the shyt out of me about this is if you bring up this shyt, the comeback is always "why do you care?" Our language is literally being de-sexed. People don't understand propaganda campaigns, they work just like advertising campaigns.

Some people use it to be neutral. Some people use it to signify a certain level of commitment.

It's one of those things where if you're a socially stunted twat looking to get offended, you'd understand and move on.
