The timeline should be implicit, when enough people are vaccinated (or have antibodies otherwise) that the deaths and hospitalizations aren't completely overrunning health systems for entire states. That would happen a lot faster if people weren't both moronic about basic scientific concepts and too selfish to deal with the minor inconvenience of wearing a mask when they're in a place that might have unvaccinated people in it.
